Why can't I get the museum second floor?

I have donated 20 items exactly with at least one in every category, yet Blathers hasn't brought up the shop! I talk to him regularly and he always asks me the same prompt about donating and whatever. Am I doing something wrong?

Has it been 14 days or so since you've donated at least one of each category?

• Donate 1 item per category
• Donate a total of 20 items
• Be mayor for 2 weeks because you need to...
• Talk with him on 14 separate days

My suggestion is keep checking every day. You might've donated in bulk and missed a few days. They don't have to be consecutive days though.

Maybe I skipped a day on talking to him? It has to be 14 consecutive days, so maybe I did miss one. Ive been mayor for like months now so that may be the issue... I've had trouble getting ANY PWPs with my new town. No one pings for any of them. Stinks.

even though you donated 20 items I would suggest to keep donating. you also need to talk to him in 14 consecutive days with your mayor, not a different character. Blathers will also have a ... bubble on top of his head, that's when he will tell you about the second floor. talking to him normally will not make him tell you.
