Why are my islands still deserted?

So all over the forums I keep hearing that l'll be able to get villagers on my island after I build a tent, invite the person in the tent and make a new plot. So I did all of that, and I went on the island tours and there was still nobody there

So I got frustrated and TT'd by one day. And then a random villager bought up the plot I set down?

So this time I didn't buy a plot and went on more island tours. There's still nobody there. What's up with that? I'm really annoyed now

Do we know if we're suppose to find villagers anymore after the first 3?
 
You have to have an empty plot placed down in town. Talk to Nook and he'll let you build one for 10,000

Then the islands will have villagers that you can invite

edit: Oh wait I misread, it seems like you did do this? I honestly have no idea. Maybe you just got an unlucky island tour?

After asking the villager in the tent to move into your town then you'll unlock the "plot buying" from Nook. You have to wait till that villager moves in and then buy another plot and that plot will enable villagers to start spawning at mystery islands again.
 
i find a lot of the islands are luck based and i didn't always find a villager on there despite having an open plot. i wanna say that villagers will not show up in the campsite or island without having a plot open but i haven't tested it enough, it's just what i assume.

Alright so I already bought my first plot, I'll just buy the second plot to start looking for villagers again?
Also, was a random villager supposed to move into the first plot?
