Yep, it's a hack for sure. Shame how people have already found out how to hack the game.
With that or some other device. Since they've had the game out longer someones had to have designed a program or technique to get one villager.

The Japanese player hacked the game and the system to achieve a town with only one resident? Don't be ridiculous.
Clearly there's a trick to make the neighbors move out all of a sudden. (Time travel back and forth or sending them stuff they hate. Though that's yet to be proven.)
Also, there's PWPs (mostly fountains) all over the town. That could've prevent any new neighbor moving in anywhere.
As for old neighbors still in the town history, I guess the game removes the one who moves out after the 9th or 10th neighbor moves in.
Stop saying the game's hacked. It's scaring me.

It is hacked, you didn't check the town tree. It lists other villagers that apparently live in the town, so he obviously hacked them out.
