If it's Pokemon universe it's arceus I think
If it's created first it's rhydon
If it's entry it's bulbasaur

Alright let's get serious.

In Lore, Arceus precedes Mew, Rhydon and Bulba as the creator of all Pok?mon. But the creators created Arceus (Game Freak). The first pok?mon created by the creators was Rhydon. First designed, first implemented into the games. Logically Rhydon is first.
 
In the Sinnoh mythilogy , it's said that Arceus is the first pok?mon , preceding the humans and all other kinds of pokemons . But Rhydon is said to be the first ever designed pokemon by GF , so it's possible . And Bulbasaur is the first entry of the Pokedex , so these three answers are all corect , depending on details . But i really don't know why they have put Mew as an answer he's not the first pokemon , he's just the ancestor of all common - non legendary- pokemons . He have the DNA of all of the? , as stated in the Pokedex .

You just answered your own question.
Since Mew is the ancestor to all non-legendary Monsters, then he would be the 'first pokemon' that gave rusecto all the others.
 
I go by Rhydon simply because it was the first Pokemon they created/designed.
