Here's wat i think:
In the game, mew came first because game freak created it first in kanto 3 generations before arceus in sinnoh
However, in pokemon history, arceus was the ORIGINAL ONE and it created everything, including mew so that mew contains the dna of all pokemon species, even including arceus's dna
Just because mew is the ancestor doesn't mean it came first
Just like in the bible, Abraham maybe the ancestor of the Jews, Christians, and Muslims, but God still came first
