The only villager that did not continue from City Folk into New Leaf was the monkey Champ. (He was Porter in disguise though)

This, really. Usually, only a few villagers vanish from game to game, so I doubt any villager will be removed.

I think everyone should return! If they booted the more unpopular villagers, the game would be boring, and a lot of people would be offended! For example, I would be extremely depressed if Tabby didn't return because of nostaliga and such. In addition, Midge, an adorable yet widely unpopular pink bird, could be kicked off and what did she do to deserve that? Nothing!

Besides, if we had no villagers we would want to avoid, then what's the fun in dreamie hunting?
