Which Villagers Are "Rare"?

I'm new to New Leaf and was wondering which villagers are "Rarer" than others?..
If if they're all the same?

Because they're either popular, or yeah, they like their design.

No villagers are rare, it's just their popularity, design, and demand that might make them more desirable for some.

No villager it's rare
It's just some called them rare because they are in less town then popular

Example tucker the elephant
He not rare but he it's not popular
So he isn't on much town

In terms of rarity, I'd say the octopus villagers, since there are only 3 of them in the entire game. lol

All villagers are equally common.

If you mean unique yes the octopi are few only one unicorn Julian, one zebra Savannah, Tucker is a mammoth so extinct and so yes unique or rare I had him and is a shame more don't he goes great with elephants like Tia/Margie..anyway also rare are any othe one of a kinds or mythical a aka Phoebe the Phoenix is if that's what you meant.

Not really rare in the sense you probably mean, but I would consider the cows pretty rare...since they're not popular they tend to be voided automatically (guilty of this myself) so you can hardly ever find them in cycle towns. Whereas even though there are 3 octopi, people tend to post them up for sale when they appear.
But apart from that there's no really rare villagers, some are just more popular than others which means they tend to be much easier to find

I guess tier 5 villagers would be considered "rare" because they aren't popular, therefore not in many peoples' towns.

I wouldnt say they're rare its more like depends if you like the ones you have or a specific one. Everyone is different and wants different villagers

I was just going to mention the cows. I rarely see them in dream towns or the trading plaza. I was recently trying to adopt Tipper, but gave up and settled for Becky the chicken.
