The Garden Wagon DIY is can either be received from a crafting Peppy villager or from a message in a bottle. If you have Amiibo of any Peppy villager, you can also abuse the campsite invitation mechanic to farm a bunch of DIY cards of that given personality, which will give you a better chance.
If you really want it, I'd recommend just trading for it.

there are different ways to get DIY's; Balloons, villagers, and message bottles. There are also seasonal DIY's that Isabelle gives you or you get from balloons. The wagon DIY isn't seasonal so yeh

found it in a message bottle by the beach but i also got a copy from ruby, my peppy villager. good luck!

I believe I found it on the beach in a bottle. For me it took me 6 months no joke to find the Iron Bench no idea why it took that long as seeing as its a basic DIY

I am the same I felt like the only one getting nothingI traded for it
I got wooden chair diy from a bottle on the beach 3 times within 2 weeks. I was like come on I just want a simple iron chair.

Omg I restarted my island a few months ago and there are certain DIYs I had with my first island from the very beginning that I am FINALLY getting, months after starting this one. Still waiting on the stone table DIY

diva gave the item to me when i was in the early stages of my island; i got the actual diy through a trade because i was sick of having just one garden wagon.

Otherwise, best of luck with finding those DIYs! If you didn't know, the Stone Table DIY is given out by Lazy villagers. I'm also super stubborn and usually like completing stuff without trading, so I totally get it. But I gave up with the regular villager DIYs, haha. I feel much better after just trading for them.

which one? I probably got at least 5 before I stopped checking for diys
I rotate villagers constantly for photos, and I've probably gotten 6 or 8 Garden Wagon DIYs from villagers crafting. I've also found maybe 1 or 2 in bottles while NMT island hunting.
