I think I might know what the issue is. Tad is one of the RV amiibo card villagers. When you scan them, you have to select the come and play option. Then they will show up in a RV at the campground on the same day. Then you have to ask him to move in person.
The reason Tom moved in is because he doesn't have a RV and doesn't show up at the campground. You can ask villagers like that to move in just by using Wisp to scan their card.
Scan Tad again and go the campground.

Oh my gosh I think you got it!!! I totally forgot you have to go to the campsite for amiibo villagers! Hopefully he should move in now. Thank you so much for looking into this!
