Bruh, same thing happened to me. When she FINALLY showed up, I just TT'd to get all the fashion checks done.

just tt one day forward after you done the first and tt back the day she appear. you can get all 4 fashion check done faster in this way

i reckon you knew about this . but tt one month and gracie is no where in your town is pretty weird

to upgrade to T&T Emporium, the player must spend at least 100,000 Bells at T.I.Y., complete four Gracie Fashion Checks and have had the store open for at least 30 days. Gracie doesn't appear at your town Plaza until you have spent 70,000 bells at T.I.Y.

I have spent well over 70,000 at TIY. Its a nuisance actually

I spend almost 6666 a day usally because of the harvest stuff. I buy them for that specific reason
