Where are people getting balloons?

StreetPass! You get ice cream, balloons, tweeters and bubble wands.

EDIT: You have to StreetPass someone more than once to get one of those.

Whenever you Streetpass someone (walk by someone who's ds is also closed & with ACNL) 2 or more times you get items like balloons

When you keep your 3DS closed and pass by another ACNL player, you get a notification, then you can go to the HHA Showcase (the dog between Timmy/Tim Nook's Store and Post Office) and find someone there with a balloon or another fun item (ex: tweeter or even icecream!)

There are 2 DS's in our house but Streetpass never seems to do anything? Will it work with 2 in the same house walking past each other?
