When will a villager move in?

So Walt moved out a few days ago and I'm now down to 9 villagers.
is it true that a 10th villager will only move in from a friend's town/camper/amiibo? can they not just appear randomly?

I'm just wondering because I am considering doing the old plot reset when they arrive... never done it before though and I'm just wondering if I can be bothered lol. Until I read about plot resetting on this forum, I was never really bothered where their house popped up!

yes it’s true, the 10th will only show up when invited so there is no need to worry about a random villager setting up their house

In addition to being invited from another town/campsite/amiibo, a 10th villager can show up if you trade with or streetpass someone who has villagers in their void. I've seen several people surprised by seemingly random villagers popping up, but they came from someone else's void that they had recently interacted with or streetpassed.
