I'm not sure if this has been discovered already- but I always see people get really upset when a villager they don't want pings them to move out- and they tell them to move, and then the villager decides to stay.

My mom recently bought me a second copy of the game because I'm always raving about wanting an all deer town lol. Anyways- my second game started out with Tangy, Del, Beau, Samson, and VIOLET. I was really angry because on my main town, I have Violet as well and finally got her to move out on there- so it really pissed me off to see her in my new town as well. ANYWAYS- I didn't want to reset it- because I got Beau and Tangy. (And good thing I didn't reset it, because my 7th villager to move in was Fauna)

Last night I was TTing back and forth from the 25th to the 27th (I'm new to TTing and don't want any villagers to move out by mistake), just to upgrade the T&T Mart, build the campsite, etc. And Beau pinged me to leave- I was like HELL NO. and then today when i booted up the game, my villagers kept telling me violet was thinking of moving, and i was really excited. i went over to her, she pinged me, I told her to move and then she decided she would stay. In a fit of rage I turned of my 3ds, turned it back on, and had resetti interrupt isabelle to ***** at me. i talked to a few of my villagers, and was told Violet was thinking of moving. I went to find her, she pinged me, and i told her to move- and this time she said she was moving! SO if a villager you want to leave decides to stay, just try turning off the game and turning it back on.

If someone is in the process of moving and you want them to move, I'd NEVER talk to them if they ping you. In my experience, it's almost always them reconsidering the move e_e; I don't risk it anymore! I think it's safe to talk to them normally though but not sure.
