When the villager you want gone just WONT move

This happens every time. It’s like the game can read your mind and decides to mess with you for trying to play god.lol
 
Having to move any non sheep out of my town was a trail in patience. After I got to 7 sheep it was a nightmare getting the bubble on anyone who was not a fluff. I got my sheepies tho~ and in the end it was all worth it. Judy is the only exception to my sheep island. She's just to darn cute.
 
Has it been officially confirmed that the last move-in can ask to leave?
The last time I checked there was still quite a bit of debate regarding that.
I think it was proved with data mining but I’d love for someone to correct me if I’m wrong and this isn’t true! My last house is used for amiibos and no one else will ever leave my island so I’d love to know if I can go mystery island hopping some day.
 
Literally have this problem with Whitney right now. Invited her to my island because I thought she would fit, however, thought about it and decided to choose another villager, now she won't leave. TT at least one year forward, she never asked me to move out. Don't get me wrong, I like Whitney actually, but the fact that the game choose for the 13455th time to give the same two villagers I want to keep the thought bubble is just frustrating. Now I have to think about to just let her stay and pick another villager instead, ugh.
 
TIPS (Current as of now... could change or get better later)! For the NON-TT player.

Don't want to TT. You don't have to. It takes longer but these tips might help when the time comes.

First, it has been data-mined that gifting trash items to the animal you want gone. Will lower there friendship. This will increase there chance of wanting to leave. The only way to increase the chance of wanting to leave. So far. At the same time. The higher your friendship level is with everyone else. Makes them less likely to want to leave. Not an absolute but increases your odds.

If you want pictures of every villager. You will have to wait till you get the picture before gifting trash to them.

Next the biggest and best tip you will want.

If you have a villager with though bubbles above there head and you confirm they are moving out. If this villager is one you want to keep. DON'T FINISH THE CONVERSATION! If they say they want to move. Exit the game. As long as you do not say yes or no to them. They will not move out. They will spend the rest of the day thinking about it. Just wait the day out. The chances are high that the thought bubble to move out will jump to another villager. I have used this method. It does work. Had Pashmina, then Raymond, then Whitney, then back to Pashmina and then finally to Dom. Who I wanted to move out. It can take a couple days more, but it will eventually pop onto them. With the possible exception of the last villager to move it.

I think the last villager to move can ask to move out after a certain time, but it is not known. So as far as that part. Good luck with getting them out. The best way I can think of is to move out your least popular villager (not least popular to you). Fill that house with what you want. Move out the trouble maker you don't want. Then search for the villager you let move out online. You will probably find someone with it. Bam! Simple as pie. Well... kinda. Just a though.

Nintendo needs to make it to where the villagers you talk to less are more likely to leave. I don't understand why they trying to force themselves on us, if someone doesn't make the effort to engage with me I would go somewhere else lol.
 
So far the game has been fairly good at picking the villagers I don't want to keep, but Scoot just. Won't. Ask.
 
Not counting my latest move in, I've got 5 villagers I want to keep and 4 villagers I want gone. Still it's only the ones I'm keeping who keeps asking to move out. The group of five have asked 10 times by now, the unwanted group of four has not asked a single time in over two months. Crazy...
