When should I island hop?

So, I have a villager named Boone who is currently in boxes. Is it the perfect time to island hop for a new villager or should I wait til tomorrow to do it?

I'm pretty sure that villagers can only appear on NMT islands when there's an actual unsold, empty plot on your island. So if there's still a house on that plot, they won't appear, and if there's a "sold" sign on the empty plot, they also won't appear.
