When drawing AC villagers are their measurements the same as our character?

I wasn't sure whether to post this here or The Museum, so please forgive me if I'm wrong. When drawing our human characters, several Youtube videos say that the head and body should be roughly the same height. However, if I were to draw a cat villager would it still follow this rule?
