when do you start getting new villagers?

I've been playing this game for a couple weeks. admittedly I've only actually actively checked in for about 4-5 days (turns out juggling 6 different AC save-files on different consoles isn't easy lol) but in all that time I haven't even had one new villager move in.

so does anyone know when they start rolling in? no matter how I try to type it into google I either get vague answers or answers for the newer games lol. I WANT 15 VILLAGERS SO BAD MAN

for me, someone already moved in 2 days after i started the town, i'm guessing its random or its how active you are on the town.
