When do villagers start requesting PWP's?

I just got my town permit done yesterday and I have the ability to start building PWP's now. I haven't actually started building any yet, but can my villagers still start requesting them now if I try the diving trick?

It seems random, my last town they didn't start asking for a week or so but in this town it was the second day and Ribbot already requested the police station.

I think once you get them to stop talking about how to play the game that they do in the beginning is when they start...
