When do villagers start moving out?

I restarted my town and have been trying to cycle, but at 10 villagers and a year into the cycling no one has wanted to move out yet. I have 100 % approval rating, even built the campsite, and went through Isabelle's "advice for living here"-thing. Why won't they move?!
 
You must talk to your villagers till they give u all advices how to live nice in your village. Then wait till the move out progress start

You'll need to introduce yourself first before they are even able to think about moving.

Once someone gets the idea of moving he/she will start to ping you to say they'll be leaving in 5 days. If you keep missing these pings and don't talk to them they will go in silence. Other villagers might rumour about someone planning to leave.

Have you bought your house? Unlocked the Island? I had this same issue the first time I had a second town. Like a year went by, no one moved! You have to play a little before the game allows move-outs. For me, it was having all that you have (a campsite, approval rating, etc.) AND having the Island unlocked.
 
It's just so weird, I've reset this town three times before and it would ALWAYS allow move-outs immediately after the 100 % approval. Of course I've introduced myself and all, and I make sure there's never a week between each time I talk to the villagers. Guess I just have to play to see when they want to leave...
