When do villagers move out after I restarted?

I'm a bit stressed out because I have like 5 villagers I'm supposed to move in from other users, and I started a new town. I've raised my mayoral aprroval by 100% percent, payed off my house loan, now what? I have been time traveling weeks in the game's time. I have to be careful with one, and the other I'm planning to sell.

Villagers will only move out once you have at least 9 in your town. Then they will start asking about leaving every few days. If you have 10 villagers in town, they tend to ping about moving more frequently (every 4-5 days I've found)

I'm that case then at 10 villagers and with 100% rating I can't think what else you could do. Unless I'm forgetting something....if you've already gone for weeks in game and nobody has even asked about moving? Have you spoken to Isabelle since you got 100%?

did you pay off the loan that's around 40k bells, not just the 10k one? I've seen a lot of people that couldn't get a villager to move until that was paid off, and after they spoke to tortimer about the island and stuff.

I find that if you dont speak to your villagers, they tend not pinging you anymore.
