My boyfriend just started his game, so he hasn't got his development permit yet but he has 9 villagers in his town right now. In my town, if I TT 3 months forward then back I always get a villager wanting to move. I was wondering for his town can he started cycling out now, or does he need to reach a certain point in the game before villagers will ask to move out?
