When can villagers move in???

I always thought that villagers could move in randomly up till you have 9 villagers in your town and then the 10th space you can move in a villager yourself (from another town or the camp lot) .. isnt that correct or..?

Because a random villager (10th villager) just moved in.. luckily she didn't ruin anything but idk i didnt think it was possible for a random 10th villager to move in..?? Someone tell me please..

A random move in of the 10 could happen
1. Street pass
2. A void from someone else town

you probably picked your tenth villager up from someone's void, either from streetpass or having someone visit :c​

if a villager in your town moves out but isn't adopted by anyone, they go into your "void", which is basically a temporary holding space for them. when you visit another town, there's a chance that villager will move into that town. so either someone visited your town and their voided villager moved into your tenth spot, or you streetpassed with someone who recently voided a villager.
streetpassing is done if two DS's in sleep mode tag each other. so if you often go places with your DS on but in sleep mode, that's probably what happened. if not, you picked up the villager when someone visited your town recently. D:​
