Well the tiers are based off of the current popularity in terms of looking for/ buying the villager, not the overall popularity of the villagers (e.g.: design/personality).
For example, tiers one villagers are the ones that are constantly looked for and are not rare to find in the Villager Trading Plaza, yet they still cost most than lower tiers.
And tier six villagers have become rare since most people autovoid them since not as many people look for them. Because of this, they have a low price.
........time to fix the tier then?
Bunnie! She keeps bumping up and down between tiers two and three, I just love her! She's super adorable, and she is literally always talking about icecream. After Bunnie, it's a close call between Fang and Erik. They're both cute 
My favourite villager is Ruby. I believe she's in tier 3 at the moment at almost the very top, but she might've been moved to tier 2 in the updates of the tier list. People have probably seen me say this about a million times, but she has been and always will be my favourite villager since wild world. Such an adorable little moon rabbit. I'm so glad I have her back in town, it's just not the same without her.

Ah, thank you for that! Personally I think Alexi should just go all the way and move her up to tier 2 tbh, but I may be a little bias because I love her, LOL. But I have seen a lot of people with her in their sig.

Marshal followed very very closely by punchy so tier 1 and 2. they are just wonderful and I can't imagine not having them in my town. In fact, I'm going to go and chat to them now

I think it might be Fang (tier 1), I've got an overwhelming soft spot for cranky villagers and he set up his home next door to mine but I'm very in love with Tangy and Flurry too, who are both tier 2. I feel embarassed when I look at my favourites and they're all in the higher tiers, I read somewhere someone criticising people having tier 1 and 2 villagers, and I guess I put too much stock in what people think of me so it got me worried, but I really love my villagers, irrespective of their tier

I find it very odd that tier 1 villagers aren't the most popular. Maybe it's just because not many people have voted?
