I know you get one randomly when you get a perfect town rating, but I don't know if and when they spawn after that.

@StarryACNL; you can get a perfect town by having a lot of flowers and trees, picking weeds and having no rubbish. And by having enough public works. Talk to Isabelle for advice.

How do you get a perfect town rating?

You have to pull out ALL the weeds, plant lots of flowers, and pick up ALL trash on the ground (items, presents, tools, etc.).
