What's the difference between Brewster's Cafe and Off Topic

Brewster's is basically the spam forum.
Off Topic is not.
Off Topic is not.
For off topic talk about serious stuff that's not veideo game/art related. Like recent news stories that might be of interest, sports, and other stuff.
Brewsters a spam board basically, post all the random polls/topics there.
A lot of people post random stuff in off topic though because they want to raise their post count, and brewsters doesn't count towards your post count, so yeah. On another note, if you're not sure whether a topic goes in off topic of brewsters, put it in brewsters.

There really should be no difference, and Brewster's Cafe should be retired.

doesn't make sense to me having off-topic posts counting, but brewster's not counting :/ kinda backwards, or did I missed something?
