What's a private beach?

If a town has a beach that has no ramp, and can only be reached with a wet suit, it's a "private" beach.

It's when there's a section of the beach in your town that can only be accessed if you have a wetsuit. c:
Like, the waterfall will usually cut it off from one end, and the other will be facing a cliff or the train bridge thingy, so the only way to get to it is swimming.

If you plant trees on it, villagers can spawn there during hide-and-seek.
