It traveled through time with Celebi, that's why it can't evolve or be traded.

Why?

I hate those ticket events.
Like, some people have a real hard time getting/finding them in their areas.
I had no idea of anywhere near me.

I mean, some things are needed for such mysteries in the Pokemon games. Fair enough.
But when there is NOTHING to give a hint to... it's bull*censored.2.0*.

It's a time traveling Pokemon. It time traveled so much that it got stuck as a Pichu and now it can't evolve or be traded.

You get this by going to the Ilex Forest with the Pikachu colored Pichu, an HG/SS event that will probably come out after Arceus is released.

All that work for a Pichu with a weird ear? I don't think it's worth it, Pichu isn't that strong, it just seems like a Trophy Pokemon you'd keep in your box and never use.

I use Darkrai though, but yeah, legendaries that I don't use in my party I just use them like that, but really I didn't go to any events for any of my Pokemon, I got legendaries and event legendaries through the GTS, and used AR to get the key items to get Darkrai, Shaymin, Manaphy, and Arceus.

They should have like an event in a store or something for free xD
Getting the game should be enough for them, but then to buy something extra? Eff dat
