what was tortimer doing before we became the mayor?

ive been wondering, what the heck was tortimer doing for the town before we became the mayor? when we arrived at the town, the town is literally nothing. no PWPs, no store expansions or anything. was he slacking all the way? how dare he even retire! anyway, what do you guys think?
 
I've thought of this many times, and all I've ever come up is that he must have known that he needed to retire soon, so he didn't want to get involved in any major projects, to prevent those plans from ruining his retiring plans.
 
In his heyday, Tortimer had a town to rival the best of the dream towns out there. He picked up trash every day, weeded, invited the best of the villagers to live with him. The town was bursting with PWPs and flowers.
But, like everything, he got old. Unable to do anything other than sit at his desk, PWPs fell apart and had to be taken down. Flowers were trampled or wilted, lost to the cruel glare of the sun. Weeds sprouted, and trash littered the beaches. When all but 5 villagers moved away, Tortimer decided that he needed a new mayor, and called his buddy, Rover. Rover saw you at the last minute, as he didn't REALLY want to be mayor and give up his lifestyle of traveling the world, so he practically pushed you out at a stop that wasn't yours. Blinking, confused, not sue who this 'mayor' was or why everything was so odd, Isabelle decided to let you put your own name on the town and assured you that you were, in fact, mayor, as anyone could be better than Tortimer at this point.
That's part of why Isabelle is always at the Town Hall... She's doing most of your job for you, while you run and play and fish. You just THINK you're important.

He is old. He is slow. He is a tortoise. Tortoise are slow. So he, is slow.
Poor old Tortimer was trying to get the town into shape, but he just couldn't get around town quickly anymore and watched as all the villagers ran around having fun. He realized he couldn't keep up with the faster moving villagers and realized his life style was just different than theirs. He didn't know what they wanted. So he decided to retire and let a youthful person take over who would be able to keep up with the younger villagers and provide them with what they want, what they deserve.

This was a hard decision for 'ol Tortimer, he loved his town and running it. So he talked to Isabelle and they arranged to hire a new mayor!
Someone who fit the job better than he does. Someone who can run around and talk to everyone everyday, to walk around town and figure out where to lay PWP.
They found the perfect fit! But what's this? Someone came to town and they weren't actually that person. But since it was just letters back and forth, Isabelle and the villagers didn't realize this wasn't the real new Mayor.
But it actually turned out for the best.

Little does anyone know, it was actually Rover's evil plan to send this person to the town trying to destroy it. But his plans were destroyed when he realized this person actually made a better Mayor than the person who was suppose to be Mayor!

I actually like Rover but I know a lot of people find him creepy so I thought I'd tie that in > >
 
Wow, there are some great theories here.

Personally, I feel that when we arrive in the town, it's at a sort of baseline. I don't really think it's meant to be decrepit, just really small. As mayor, it's our job make the town popular and help it grow.

I feel like Tortimer was just more laid back, content with small town life. Meanwhile, we want to make the town the best ever, hence the explosion of population, popularity, development, and commerce.
 
What he always does. Just lets the town fall into chaos. Tortimer is a pretty chill character, so I imagine once Isabelle moved into town she had all these plans to reform the town and such but he didn't want to hear any of it. He spent his days in the town hall sleeping, ignoring his responsibilities until Isabelle was forced to find a replacement. Tortimer didn't want to retire, but Isabelle being the overly-helpful yet caring secretary she was took matters into her own hands. She told Tortimer that she had heard of an Island not too far from here that he could retire to. While reluctant at first he eventually agreed. Isabelle was almost tempted to stay at the island too until she realised there wasn't much room for her there. From then on out Isabelle tried her best to reform the village. Being only a team of one puppy she hardly got any work done, thus the town being empty when the player arrives. So maybe Tortimer had already retired long ago and in that time Isabelle was trying to maintain the town. I doubt Tortimer would have drawn up a list of starter PWPs considering his work ethic. LOL. While visiting the Island the island games get more difficult and difficult with every new rank. Maybe Tortimer's testing the Mayor on his capabilities so he can return one day? hm..

What I imagined:

Tortimer: You know, Isabelle, I've been the mayor of quite a few towns already.
Isabelle: Yes, Mayor, I know, you've told me the stories. *uses sheepish laugh emotion*
Tortimer: I think it's time for this old tortoise to hang up his hat.
Isabelle: Hang up your hat? You couldn't possibly mean... *does sad emotion*
Tortimer: *uses nodding emotion* That's right! I'm retirin'! I've done my share of work, but don't worry. I have a friend who'll take my place.
Isabelle: Oh... Well, we'll all miss you, Mayor. *uses sad emotion*
Tortimer: No, no, don't say that, Isabelle. With my friend here, you won't have to miss me. *usess proud emotion*
Isabelle: But who will our new mayor be?
Tortimer: Someone young and sprightly! Their name is... *pauses to use thinking emotion* What was their name again..? Ah, whatever. I'm going to start packing my bags. Isabelle, clean out my office. I'll be gone in a few days.
Isabelle: Yes, sir... *uses sighing emotion*

6 days later, Tortimer has moved away, and Isabelle does her best to run the town by herself. Meanwhile, Rover and Player are on the train... Rover, who is supposed to take on the mayoral duties of the town, decided that his free lifestyle wasn't worth sacrificing for some small town, so he stayed on the train, while Player, who was planning to move in as a villager, became mistaken as the new mayor and forced into mayoral duties. And thus, Rover manages to sneak out an important responsibility... That sly cat...
 
He probably just napped all the time and was probably forgettable in many things (besides the islands of course).
 
I've always imagined that Tortimer was contented with the town. In the older animal crossing games, the towns have always been small, with few buildings and only several projects. I believe that he used his time to try and build Main Street. It is much bigger than in other games. Tortimer also built a dock and hired a ferry to take citizens to the Island. However, since there were only about five residents at that time, and Tortimer was getting quite old, development was very slow. Tortimer was injured one day at work, and had to be rushed to the hospital. He realized that he was far to old to be working all the time, and he already had to make up for long nights of paperwork by sleeping in the day (I don't think his naps were just laziness). He decided he had enough money to permanently settle on the Island, so he arranged for a new mayor to come. Tortimer retired just a couple days before the mayor was supposed to arrive. He left his new secretary, Isabelle--who had actually moved in about a month ago--to await the mayor, while he took a ferry to the Island and bought a cabana. Isabelle managed the town for several days, and then prepared for the new mayor. She never met him, and so, when someone else walked off the train, Isabelle had no idea this was not the mayor. In her excitement, she slightly ignored protests from the "mayor" that this was the wrong stop, or this was a mistake.

Whether the real mayor just missed the train (the letter we get on the second day alludes to this), or Rover had some hand in this... we'll never know that, will we?
 
Sleeping all day. I think that Isabelle became the secretary not long before the day the mayor arrived. That is why the town is so bland when you start it up.

This actually makes sense. I always kind of suspected that Rover is the one who sends you the secret letter on your second day.
