As for upgrading the Town Hall and/or Train Station: If you are not sure what to pick, don?t put it on hold. It?s good to just pick one design; get it built; and then you will know for sure. (Meaning you can change it later to a different design.)
Why I suggest this is as follows: It helps to encourage villagers to ping your mayor for more Public Works Projects.
I have found this to be the way to go in the early period of developing a town: Get the projects, which are not permanent, built. Build each one, including the signs, the well, and the fence. Then the villagers start reacting to the town getting going, with one built PWP after another, and the PWP requests will come.
To help get a ping for a possible PWP request: Line up the mayor?s pockets with items villagers don?t want or can?t ask for?like flowers one plants and/or bells. Give the opportunity for a villager to ping. Get the ping for a new Public Works Project. If a villager does not request a PWP, end the game without saving, return to the game, and then force another opportunity for a villager to approach the mayor, with who a ping, to see if that works.
