What the heck happened? Plot reset related

Okay so I knew my 9th villager was moving in today so I plot reset, and the villager was in a good spot but it wasn't a villager I wanted (Bella) so I turned the game off then turned it back on and did the plot resetting again and now no villager is plotting and I did this about 5 times. Why isn't my 9th villager plotting?
 
Getting the villager to plot is random...so sometimes there is no plot at all.

Every day you don?t have a plot increases the chance for a plot the following day.

If you?re not getting a villager you want, you can save with your alt character, play that day, then delete that alt character AFTER you save, then try again with plot resetting the following day.

The chances increase per day up to eventually 100% plots every time. I?ve heard to get to 100% takes about a week. I?ve neber made it that far but I have gone several days - and usually get ?better? villagers.
 
It's normal for that to happen with the ninth villager. 6th thru 8th plot every other day, but the 9th is random like you've experienced.

Don't make the mistake of loading your Mayor without saving with a new character first even if no plot was found. I've made that mistake and my Mayor was not pleased to find a plot in a bad spot that could not be changed.

Yeah I figured a villager will plot tomorrow. It just threw me off because a villager was there and then suddenly no villager was plotting. I'm going to keep plot resetting until my 9th villager moves in. I'?m sorry. I don't understand that 100% plots every time trick you mentioned.

Yeah I saved my alt character after doing at least three sweep throughs of my town. Knowing the way this game operates and the fact that I'm sure this game is out to get me, I'm not taking the chance of loading up my mayor until my 9th villager is plotted in a designated spot. I'm going to keep plot resetting until my 9th villager moves in.

She means that for the 9th random villager there?s a certain percentage of chance it will plot.

As you?ve experienced, only 1 out of the 6 resets a villager tried to plot a house.
However, the chance of a plot increases by the day (these are not exact numbers, but as an example).

So if you save today with no plot, and try again tomorrow, there might be a 1 out of 5 chance of a plot. If you save when there is no plot and try the next day, there will be a 1 out of 4 chance.

After a week with no plots, there will be a 1 out of 1 chance of a plot. So you are sure there will be a plot every single plot resetting try :)

Something like that.
