What PWP's make up a perfect town?

So I used to have a perfect town back in December but that's when I had random placing. I've redecorated my town and it messed up the status. I've planted more trees and threw stuff away off the ground, and now Isabelle is telling me to build more PWP's. But I've heard some of them bring your town down a level. So, what PWP's are good and bring your town up to maintain that perfect town, and what are some that bring your town down?

Sure it will, just build more if you build the trash can. I don't build one because its too risky, I just have one in my home.

I have one already built and she says it's a perfect town even though I have the garbage can, tower, illuminated heart, and picnic blanket built and she still says it's a perfect town Can Jacob's Ladders still spawn?

If there is a perfect town there will be a Jacob's Ladder i'm sure.
