What old villagers will show up on Main Street?

I heard that the oldest 8 of your 16-villager cycle will appear on Main Street. I also heard that anyone in the 16 villager cycle can appear, and that it's the most recent 8 move-outs that appear. Which is the truth??

Anyone that moved out in the 16 villager cycle, may show up around Main street.

So far I've only had my first 2 villagers that moved out! I've only had 5 leave though
