Another way to describe it is "Riding a bicycle".
Or, in the case of Animal Crossing, whenever a villager moves out you need to wait for 16 other villagers to move in, before that first move-out villager could possibly return to your town. By time travelling forward you can speed-up the moving process of existing and new villagers until you hit the moved out villager you were waiting for.

Cycling is TTing your villagers out basically- I think you're getting this mixed up with the plot reset which is kinda similar I guess where you put the game at around 5:58 AM in the next day so it starts a new game, when you make a new character it may have a camper or villager plot. I think where the new character part might come in is when people have multiple games to cycle :>
