I just bought Wolfgang for 20 TBT, from tifachu...
I tt'ed the next day. To my suprise? It was Boone who was moving in.
I currently have 9 villagers plus Boone moving in.
Which equals 10 villagers...
How in the world is Wolfgang going to move in? -.-

Hmm...
Did you ever have Wolfgang move in as a previous villager?

Because if he was a previous villager in your town, that means that you haven't completed the 16 Villager Cycle.
The 16 villager cycle is a rather odd rule that appears in the game.
If a villager moves out of your town, you have to cycle through 16 villagers to adopt them again or find them in your campsite.
Basically, you have to move 16 villagers out so that you can adopt Wolfgang again.

But, if you have never had him as a villager, uhh..
Maybe just Time Travel a few more days into the future.
There should be a villager moving out.
After they move out, Wolfgang should move into your town.
If he doesn't, you could ask Tifachu to spawn him in again (if he was spawned in from an amiibo).

Did you talk to Wolfgang in the other person's town until he explicitly agreed to move to your town?

Did you have any visitors over in your town when you only had 9?

As well as that, AccfSally might be correct. Maybe you went to somebody else's town before you picked up Wolfgang. Did you have a trade with somebody beforehand? Because if you did, you may have picked up a villager from their void. That's the only way to get a tenth villager to move into your town.
