What if Phineas was supposed to be mayor?

This struck me last night while trying diving, and I had a solid case for him being mayor but now I can't remember what it was.
He handed me a badge and then said something afterward that got my attention.
"Wait....how did you know that?"
I shouldn't play at 1 am when my short term memory had gone to bed.
He just wants the new mayor to be the best mayor they cam be, so he hands out badges.
I wish I could remember what I was thinking last night...

That's a interesting theory, I never thought about it. Phineas is also a character who would fit
in the role of the mayor in my opinion.

That...kinda makes sense, actually. Phineas seems like the mayor type, what with his fancy clothing and jolly personality. I like to think that he's content with rewarding you for being such a good mayor instead of being angry or jealous.

I think the Rover theory holds the most water, but Phineas is a possibility as well. But how would Phineas even know much about you by the time the "I'm rooting for you!" letter got sent?

There is the Isabelle theory too, but I don't think that one is as likely.
