What has happened to Youtube?

Are little children ultimately permitted to even participate on YouTube? And by participate, I mean, upload content which has something about them, like maybe their whole body? Doesn't YouTube 'not' allow such content on their sites at the cost of the safety of the user in question?

Its allegal to let any child under the age of 13 to post images/videos of themselves.

Illegal? I don't exactly know what 'allegal' means.
 
I want to have a Youtube channel. My voice isn't really high. I doubt those kids have permission from their parents, though. I'd just post random videoes of sounds from audio tapes. And, if Youtube is "safe",then why is it banned in a few countries?

You can have one as long as you don't put yourself on it. For instance, do what I do, maker animations or music presentations or etc. I'm old enough, I'm just not allowed.
