What factors influence town value?

I haven't appraised either of my towns yet for fear of accidentally deleting years of hard work but I'm wondering what kinds of things make it go up/down in value? For example, if I moved all of my items from my second town to my first and then appraised my second town, would Nook not pay as much for it since it has no items?
 
I didn't value either of my towns because I wasn't going to risk an accident, but I am guessing it's more about what you have spent than what you own. I'm curious too though, if anyone has figured it out!
 
Other than the catalog, which has been mentioned, of course, I really don't think anyone knows at the moment. I imagine it's what you've unlocked, though, such as Main Street Shops, and possibly PWPs. Then there might be personal achievements, like badges and hours played, and things such as the age of the town.
 
I really want to know too, but I'm scared to mess up as well... I have a complete museum, all shops, perfect town, biggest house. I saw something with somebody else saying they had the same things and their appraisal was 999,999,999 bells. It really makes me wonder...
