What does the Spotpass icon mean?

Before launching ACNL, I've noticed a few times the blue Spotpass icon shining away in the corner of its icon. I checked at the post office and the house showcase and everything seems normal, so what exactly does it mean?

Oh, okay. Weird. Don't see why that would be worthy of a notification but whatever.

I'm talking about slightly overlapping the ACNL icon, not the generic Spotpass light. Just got two notifications an hour or so ago letting me know they're now introducing themes and Streetpass relay points... even though they've both been around for a while and at least the themes notification is a duplicate of an older one. Weird.

Anyway, it probably is just Dream Suite visits. Should check later.

It was indeed just a dream town visitor. Still isn't worthy of a notification in my opinion.
