What does T1 villagers mean?

I'm still trying to get the hang of all these terms and I see T1 T2 and that thrown around and have no idea what this means?

It means most popular. T2 is second most popular. Literally Tier one

T1 villagers are villagers that are most popular/people look for those villagers the most. For example some T1 villagers are: Lolly, Marshal, Julian, etc. because of how they look/act/or how their room looks like
