What does fish bait do and how to use it?

It makes appear a fish as soon as you throw it in the water. I read here that someone got only pricey fish, but I used it a couple times and got a horse mackerel and a dab
so I guess it makes spawn a fish, but not necessarily a rare or pricey one!
