What does "cycling villagers" mean?

I was on the Villager Trading Plaza board and I would like to know.

It means to move many villagers in and out of your town. Some people do it to find popular villagers to sell. Others do it so they can get a villager back into their town after the move.

Yep, that's basically it. When you're cycling, you just time travel forwards over and over again to keep people moving in and out of your town. So you might be able get 5-6 different villagers to move out in one day! c:
