I'm new to Animal Crossing and I'm just starting to build up my roster of dream villagers. Before I shell out dozens of nook mile tickets on a specific villager, I'm wondering if it is inevitable that they would move away eventually, or can you always convince them to stay?

They will tell you they are thinking of moving out and you have the option to tell them to stay or wish them luck on their journey elsewhere!

And when you get villagers from other players, do they wear the clothes and use the catchphrases they got on that island or does it reset when they move?

Just from my experience, their catchphrase resets, but they can keep clothes. When I adopted Aurora, she had a custom catchphrase, which reset to her default when she moved to my island. However, she has a bunch of different clothes, including hats, and one time she even specifically said that a shirt she was wearing was gifted to her by the person who originally had her.

When one of my villagers left, the items I'd gifted her were in the recycle bin in resident services the next day. Not sure whether they keep clothing when they leave AND you get copies of the clothes back, or if they just get recycled and reset?

They'll always ask you to move, so you're not blindsided by them suddenly being gone. Otherwise pings for villagers are random and occur usually around once every 2 weeks (unless you ignore the ping). When a villager moves, they usually leave something behind, whether it's clothes you've given them, or furniture that was in their house which you can find in the bin.

I just want to add that it's not only the furniture you gave them! Becky left today and I have her violin now.
