Well, I can't in good faith say that I completely trust all of my neighbors.

More like a play of events one morning from Rocket while the move out bubble was in play.
1st load up, nobody outside with it and half the villagers inside.
2nd load up, I find her with the thought bubble and get super excited. Nope, she hands me some clothing. I was so disappointed.
3rd load up, nobody outside with it, Rocket inside Henry's home.
4th load up, Henry has it.
My guess is she had it and hid inside. Second load she traveled part way to Henry and got caught out, but she threw clothing at me to stop it. Third load up she got inside his house and threatened him. 4th load up she gleefully watched as the frog asked to move out cause she threatened him.
She is a evil beast. I also have caught her staring into my home's window and the home of a few other villagers. One day this starter Sisterly will leave to curse another island.

I'd have to look through the many screenshots I have to find villagers doing weird things, but @PandyBear, Bob (on my island) did a similar thing, acting like sea bass are rare somehow! I had to catch one for him after this. (Go fish in the sea once, Bob, and you will find a C+-grade fish, guaranteed!)

In their defense, I don't think villagers know how to fish all that well. Every time I see them fishing they never have their hook anywhere near a shadow, I wouldn't be surprised if they didn't know what size shadow gives them a C+ 
For me the only thing that's been sketchy has been Piper's behavior. I never learned what her original catchphrase was, this is because as soon as I got her, she stole Diana's catchphrase and then proceeded to steal Chops' catchphrase almost 2 days after .-.
