I'm not entirely sure, but I think its random. All I know is that you need to allow your town to become overcome with weeds, and then Leif will randomly show up in a random spot in your town and say that Isabelle thinks that the town is a mess, and there's too many weeds for even them to pull. Then you can play a mini-game where you pull up every single weed in your town, and go up to Leif and they'll give you a random item from the set.

There's also actual weeding day, but again, I have no sure which day that is exactly. I just know in my resets, he'd pop up then. Which reminds me that I may have some of these items myself, how silly. Let me go check.
