Void not clear?

So about a week ago, on the 15th, Lionel moved out of my town. The next day I went to someone with 10 villagers (as you do) to clear out my void. Now, it's not really possible to check if that worked.

A few days ago I even traded with someone, they came to my town. Their void was clear, and I assured them I cleared mine as well.

Today however, I started a new town on another cartridge, and my old 3DS, for cycling purposes (coming soon!). I dumped some bells in this new town and visited my old town to do some quick shopping. Next thing you know, Lionel moves into this new town (which I have timetravelled with, of course).

He just told me he came from Hyrule (The old town.) That's weird. My void was supposed to be clear, but somewhere along the way, he managed to slip into the new town.

Does anyone know how this happens?

yah the clearing void thing is weird and doesn't always work. that's why if you really don't want any voided villagers to move into your town you shouldn't trade/streetpass with ppl if you have less than 10 villagers.

There should be a service on the boards for guaranteed void removal - people who are about to reset their town who have 8 or 9 villagers can take in voided villagers before they reset.

The logistics would be complicated, but I think about the possibility one day. Know what I mean?

Sometimes I think the whole wifi/streetpass pairing doesn't matter if you voided them or not, I cleared my voids of my cycling town, didn't even visit my main town yet I got Rory the next day! I was so angry as he took my 10th spot which was reserved for Apple. :c
