I believe Biskit is Tier 3. BTW, I'm surprised that Filbert isn't more popular. I got his Amiibo card last week, and he's adorable. I think he's only Tier 4.

I'd say Soleil and Blaire. They are both super adorable! And aren't hamsters a new-ish animal type? Cause Soleil is rocking her style. But I guess that is my opinion. :/

i feel like marcie should be in a higher tier. she's a pastel pink normal villager with sparkly eyes. is it because she's a kangaroo?

Generally I really do not like the way most Uchi villagers look...maybe they're a bit too much 'out there'.. I do like Phoebe and Pashmina though!

You remind me of my boyfriend. He is very specific & we argue about the exact meaning of words all the time! 
I get meaning from context & the bigger picture of a conversation- but I understand that some people are different & think quite literally.
It's been a huge (yet rewarding) learning curve for both of us, as we are both on the extreme end of the spectrum of language use. (metaphorical/big picture VS specific & literal)

I'm surprised Dierdre isn't higher up, I think she's lovely. Also surprised Octavian isn't tier one along with Marina and Zucker, I have him in my town, he's my favourite personality and he's actually really lovely. Plus he's one of only three in the whole game.
I'm surprised that Carmen is a tier 4! She is so cute and I had to look for her for months. Soleil too. She is a sassy, cute hamster. Who wouldn't love her? I know there are a few more villagers that I thought would be a higher tier but this is all I can think right now.

Derwin - he's so cute with his little glasses
Gala - she's adorable and has a good personality
Penelope - That bow! d'aww
Scoot - He has that cute helmet and he's one of the least offensive jocks

alfonso, wendy, felicity and eugene are also great, but not in tier one/two.
there's also a few really cute villagers i was surprised to find were in tier 4/5, like mint, blaire, blanche and peanut.
and like a few others have already said, some villagers like gayle, puddles, nana and gala have cute/pink designs which makes it pretty surprising to me that they're not tier one/two.

Ok, so this thread led me to the new updated popularity list and ai did find some jaw droppers..only looking from t3 down..but I will mostly focus on 4/5 as there were many in 3 that amazed me weren't higher but just a few there were:Olivia, Lobo!?!, Kyle,Bianca, Papi, Willow and esp here Cheri..
Ok onto the lowert shocks: 4) Rolf, Filbert, Pashmina, Bangle! Wendy? Savannah, and Ch?vre..really wow

I don't like the eagles in general, but she is the cutest of them all!
For me, I'd have to say I expected people to really go wild over Bunnie. She was in my little bro's WW town when we shared the game, and I loved her so much. I thought she was the cutest and I expected people to really like her too. It's not like people don't, but I don't really hear about her much, if ever. Of course when I found out about Stitches' existence it made a bit more sense, but still. People go wild for cute animals in general so to me it was like, "well, Bunnie is also very adorable!"
Although I don't really care for her much these days, ironically.
