So, it's been a few days since anyone has asked me for a PWP. There are 9 I'm currently trying to get requested. I deiced to do the "diving trick" to get pings. However, it doesn't seem to be working. I'm out of site for at least 5 minutes, if not more, and I get nothing. Is there something I'm missing? Are there any other "rules" I should know about?

Nope! Pings are pretty much random and pwp suggestions are even more so. I do the diving trick sometimes and don't always get a ping or a suggestion. Sometimes weeks can go by before I see another suggestion. I've noticed the higher the friendship level with a particular villager, the more likely they are to ping you, but pwp suggestions are just rare and random. Case in point, I've got two villagers that have given me their pics and ping me all the time but rarely ever for a pwp suggestion. Meanwhile I have one villager who hasn't given me his pic but has given me all cranky pwp suggestions. So... yeah, like I said, rare and random.

i haven't gotten pwp suggestions in a few days either, but it's random so i don't really worry about it :> i hope you'll get a ping sooN!!
I usually dedicate some time to the swimming trick when I'm ready to get some public work projects. Besides staying out of sight for 5 minutes, remember that if you've been playing the game for over an hour, you won't get any pings until you talk to a villager and hear the "wow you look so tired, remember to take a break" dialogue. After that, carry on as usual.
Other advice is to fill your inventory up with flowers so you eliminate some possible ping options, such as trades, villagers giving you items, and villagers asking you for items. You increase the chance for a pwp ping in this manner.

Yeah I think seashells work too. Basically any nature item that villagers wouldn't ask for. I think unaccessed fossils also work? I just mentioned the flowers because I always have them laying around in abundance, but the seashells should be fine. good luck to you!
I've read someone say that they got more than one request a day.. It was a few hours apart. But it never happened to me so I'm guessing its really rare occasion and you should just go for getting one request a day.
Also seashells, flowers, tools, bag of bells all work. I usually just fill my pocket with 100 or 1000 bell bags xD. When they stop pining you just talk to one villager and they'll tell you to take a break. Then next villager you see will ping you.
If you're going for a specific pwp, say picnic blanket, which can be requested by Uchi villagers. Then find a Uchi villager outside, trap her in one spot by digging lots of holes around her..so she cant escape xD Go diving then run past in front of her to get ping. c:
I've heard that rumor about more than one public work project a day, but out of all of the time I've spent getting public work projects, I've never been able to confirm this as more than a false rumor. It's better to assume it's just one a day I think ^//^
