I was looking on the Villager Popularity List and noticed how some of my favorite villagers were in a lower tier than I expected and some I hate were in high tiers.
In fact, loads of my favorite villagers were in tier 4 and 5.

Should be higher:

Sally (Hazel) in tier 5. Should be in tier 3
Octavian. In tier 3. Should be in tier 1 or 2
Victoria. In tier 5. Should be in tier 2 or 3
Hans. In tier 5. Should be in tier 2

Of course, these are just my opinions, so I know they're not going to change tier.

Remember these tiers are not "unfair." The person who made the original tiers just discovered what villagers most people like, or either don't care about or dislike.

I don't really agree with Marshal and Diana being lower. Maybe Diana should be tier 2, but not lower than that. I hear about her a lot and see her in village signatures a lot. As for Marshal, I know some people don't like him but it seems for the most part they just think he is overrated. I hear about Marshal more than just about any other villager, and see him in signatures a lot. (And it's not even that I particularly like these two, I just think they do deserve their spots or tier 2 at the lowest).

Hazel I think could be tier 4, because I know she has a fan base, but I know a lot of people really hate her unibrow (and I'm pretty impartial with her as well).

I thought about going through all the tiers and taking a look for myself, but I can't really be too bothered about popularity tiers.

chief should be in tier 3, not tier 1. octavian should be much lower, maybe because i don't like him but alot of people don't seem to want him either!

I will forever believe Pierce should belong in tier three. Not too high, yet not too low, perfect for him. He was recently dropped back down to tier five and my heart dropped.

I was going to say that I at least expected Joey to be in Tier 4, but since the updated on 7/7 it looks like he's finally up there ‼

I'd have to say I disagree with Diana- I see her on A LOT of dreamie lists, and in a lot of signatures. I think tier two, maybe.

As for villagers I think should be higher, I noticed that Lionel managed to get himself from tier 5 to tier 4- and he's cute enough I think he could easily swing tier 3.

I'm surprised by a lot of the Tier 4s -- like Kid Cat, Bunnie, Margie, Poppy, Hamlet, and a few others. I figured they would be more popular!

Wow, Poppy and Kid Cat actually used to be T1 on the old list once upon a time. Weird.

I have to say that Rocket should be higher up because she is so endearing, and has a great personality. She wears pink but is a tough girl and has a superhero theme. Really makes my day. Her room is great. It has gym equipment and a lovely pink bed plus awesome helmet.<img src="https://nookipedia.com/w/images/2/25/House_of_Rocket.png" alt="File:House of Rocket.png"/>

As for my opinion

Savannah and Lionel should be like tier 3 or 2

While Shari should stay in tier 4 and Aurora she should go on tier 4 or 3

While fang and chief should be lowered a bit more

i think sally shouldn't be in tier 5! she deserves more love. also chevre should be in a higher tier, she's super adorable.
and maybe tom should be in tier 3, not 4. maybe i'm a little biased because i have him in my town >w>

I think Octavian is overrated, but that's just my opinion.

Also, I don't really like Hans, but that's also just my opinion.

I think Diana is fine where she is, lots of people would love to have her in their town.

I'n not a fan of Lionel, but he's been a lot of people's dreamies, so he should probably go up a tier or two.

There are many low-tier villagers that I'm surprised that aren't any higher. Some of these villagers include Cranston, Sally, Gladys, Blaire, Margie, Agent S, Chadder, Tiffany and Rod. But it isn't something that bothers me. I can see why they're not as popular compared to the others.

Tiers are based on popularity. I agree with almost all of them, except Molly. She's tier 1 (I think), yet I haven't seen much of her on the boards.

I don't rate the tiers too highly until they get Jeremiah a little higher up.

I also think Flora could be in a higher tier. She is in tier 3, but could be in tier 1 or 2.
