Villagers that have MOVED AWAY are hanging out in my shopping district???

So far it's Velma, Cyrano, and Graham. They moved away MONTHS ago but have since popped up in my shopping district. The no longer have houses in my town and I have no idea what they're doing here or how to get them to go away. They walk around the street and stand around inside stores and in every level of my T&T Emporium and they NEVER. LEAVE. They've stuck around through store upgrades and new shops, I can have one sided conversations with them, yet they never buy anything. Velma specifically has been around my shops for about 2 months now and it's driving me crazy. I've also never heard of anyone else having this problem.
Any idea how to get them to leave?
Is this some sort of glitch?

No, it's not a glitch.. It's the way of your game telling you they're still being stored in your game's memory.. If they showed up, but no longer do, then you're able to get them to move back into your town, thus it's also a good way to tell if you've cycled through 16 villagers to get a villager back

Trust me, it's not a glitch, and it shouldn't really be a problem, but even if it is, it's unavoidable

They always visit when you've had them out for at least 2 months. It's a normal occurrence.

No, once 16 more villagers have moved out since that one moved out, they will stop coming to your Main Street for good
