Villagers seen walking around on the title screen in their homes?

On the title screen is the villager who you see walking around random and placed wherever just for the sake of the title screen? I once saw Cyd on the title screen and he was in his home, if they are outside than are they where they were in the title screen?

Every time you load into the game it like, resets where the villagers are

Not sure why it doesn't just reset every time you open the game and display the same way on the title screen, but it does make for some cute screenshots here and there!
